Survey of Housing Conditions in North Central Nigeria for the Federal Ministry of Environment, Housing and Urban Development.
Aflon was contracted on 12—December—2007 to undertake spot check survey of housing conditions and establish user satisfaction in selected locations in the North Central Geo Political Zone of Nigeria. The Consultancy and Data Processing involved the Sourcing and Analysis of Data Collected during the National Population Census for Housing Conditions Characteristics and Trends; Formulation of Hypothesis on the Condition of Housing and Urbanization in the area of Study and Generation of Parameters for Field Enumeration and Training of all Project Personnel and the Design Housing Condition Survey Questionnaire.
We studied aerial photographs and utilized same for the selection of sample areas, being representative of the urban characteristics of the North Central Zone; Undertook enumeration surveys in selected sample areas, and Compiled and Analyzed field survey results to produce comprehensive report on Urbanization and Housing Conditions in the North Central Zone of Nigeria.

Associate Project Consultant to the Federal Public Service Reform Programme (PRSP) Office of British Department for International Development (DFID)
Support of the Office of the Head of Service of the Federation (OHCSF) for the day-to-day Implementation of IPPIS on the appropriate mechanism and framework for the implementation of the Integrated Payroll and Personnel Information System (IPPIS). The goal of IPPIS is the application of Information Technology in the reform of human resources management in the Federal Public Service.

Consultant and Adviser on Curriculum and Content Development on the Interactive Learning Network (ILN) for the Education Trust Fund (ETF)
Our firm was on January 08, 2007 commissioned to undertake Consultancy Services for the Interactive Learning Network (ILN) Project of the New Partnership for African Development (NEPAD) under the auspices of the Education Trust Fund (ETF). Among others, we are to undertake Appraisal of Project Conceptualization, Design and Formulation of the Curriculum and Content proposals as may be submitted by NEPAD, Development of Overall Content Specification in line with the Nigerian Educational Curriculum. Among others, we are undertaking the:
- Appraisal of Project Conceptualisation, Design and Formulation of the Curriculum and Content proposals as may be submitted by NEPAD
- Participation in Tender Evaluation along with ALTEQ
- Development of Overall Content Specification in line with the Nigerian Educational Curriculum.
- Review of overall Content Acquisition, Development Strategy.
- Review Adequacy of Content Deployment Strategy
- Review curriculum for Content Development Training Programme
- Provide Technical Assistance and support to the implementing partners
- Anticipate Challenges and Risks with a view to proffering Remedies for the consideration of ETF—Professional assessment of likely uptake of ILN, pitfalls, who will use it and how to incorporate in practical education in schools (or distance learning)
- In conjunction with ALTEQ, Provide technical input on content at the Project Technical Committee sessions
- Develop Guidelines, Test procedures and criteria for evaluating deployed content
- Perform Quality Assurance exercises on the adopted project content
- Carry out certification on completed aspects of project contents
2.9 December, 2006
Project Management Consultant to the National Information Technology Development Agency (NITDA) for the Development of Data Management Outsourcing Centres in Nigeria.
The consultancy services covered the development of standards and overall project supervision and monitoring; Specification of Hardware and Software standards for the infrastructure at the centres; and Monitoring and supervision of progress of work during the implementation phase.
2.10 September, 2005 to August, 2006
IPPIS Project Consultant and Adviser to the Bureau of Public Service Reforms (BPSR), the Presidency.
Beginning from 01—September—2005 and ending 17—August—2006, The Managing Director Aflon Limited was personally retained as Consultant and Adviser on the then proposed Integrated Personnel and Payroll Information System (IPPIS) Project; an initiative of the Bureau of Public Service Reforms (BPSR) designed to automate the Management of Personnel and Human Resources Operations across twelve (12) Pilot Ministries, Departments and Agencies (MDA’s) of the Federal Government. During the period, he:
1. Worked as the Counterpart to the World Bank Appointed Foreign Consultant in order to re-appraise and re-formulate the project (December, 2005)
2. Was the Chairman of the Inter—MDA Technical Working Group comprising the Head of IT Division/Units of the 12 MDA’s selected for the Project (November, 2005 to June, 2006)
3. Produced the Final Request for Proposal (BID) Document in conformity with the Single Stage Bidding Modality and Guidelines of the World Bank (February, 2006)
4. Conducted the Proceedings of the Prospective Bidders Meeting held 05—June—2006, during which Bidders were furnished exhaustive explanations on the all Technical Considerations, the intension of Government and the specified procedures of the World Bank for the proposed project, such as would facilitate appropriate preparation of Bid Documents.
5. Drafted the Final addendum to the RFP Document, giving final instructions to Bidders (July, 2006).
6. 1.Produced answers to all questions and furnished clarifications on all technical and administrative concern of all prospective bidders up till the close of bidding on 18 August 2006.
The project was eventually award at the cost of Five million, Four Hundred Thousand (US) Dollars.

Management of Multi-Media Skills Training for 600 Teachers for the Education Trust Fund (ETF).
Consultancy to Develop Training Manual and Manage Train-the-Trainer Programme on Digitised Educational Resources Development, Management and Multi-Media Skills Training for 600 Teachers in 12 States of Nigeria for the Education Trust Fund in October, 2006.
Our company was on 31—August—2006 contracted by the Education Trust Fund to execute the Train-the-Trainer Programme on Digitised Educational Resources Development, Management and Multi-Media Skills Training. The assignment was executed as scheduled during the period 25th October – 4th November 2006 and completed with overall satisfactory performance.
The Training was conducted in the 6 Zones and 12 State capitals across Nigeria; as follows: Norh Central, Ilorin, Lafia; North East, Bauchi, Maiduguri; North West, Gusau, Kazaure; South East, Agbor, Awka; South South, Obudu, Owerri; South West, Abeokuta, Akure.
